5. CENSUS DIVISION STRATEGIC AND CORPORATE OBJECTIVES FOR 2007-08

Census Division is concerned with planning the next ten-yearly census of population, in 2011. The last census was on the 29th of April 2001.

Census results help to plan a better future for Scotland and its local communities. Reliable information on the number and characteristics of people in each local area helps those who have to deliver services for particular groups of people and to target resources to where they are needed. Accurate information that is comparable for all parts of the country is vital to those who have to formulate policy and distribute resources effectively. Central and local government, health authorities, businesses and community groups all benefit from the availability of Census information.

To plan and implement a development programme towards a high quality Census in 2011.

Objective

Continue planning for a 2011 Census, with the other UK Census Departments.

Predicted Outcome

This will deliver a Census that meets both Scottish and UK needs while providing good value for money.

Objective

Work with the other UK Census Departments and suppliers, through the System Integration stage during 2008, to ensure that systems and services are delivered for the Rehearsal in 2009.

Predicted Outcome

This will ensure that the Census is supported by IT systems which produce data quickly, accurately and cost-effectively.

Objective

Work with the other UK Census Departments, in the light of findings from the Census Tests and consultation, to develop form and question design, collection procedures and statistical processing methods for the Rehearsal in 2009.

Predicted Outcome

This will ensure that the questions in the Census meet user needs, that the forms are acceptable to respondents and are distributed and collected efficiently, and that accurate statistics are derived from them and published quickly.
