How are the forms collected?

In 2001, for the first time in the history of the Census, people were asked to post back their forms. Reply-paid envelopes were provided. In the past the Enumerators have gone back to every house to collect the forms. The change allowed staff more time to help householders and to follow up people who have not returned their forms.
